Scratch card of gift not received

I have paid a sum of Rs. 4, 823/- vide your receipt no. W000867543 towards premium for insurance of my Car Registration no. DL 9C J 2870 for the period 27/07 to 26/07. I wish to submit as under:-

As promised by your executive over phone he has taken special sanction for the scratch card (as the said scheme is available only on the premium of Rs. 5000/- and above) to be issued but I have not received any scratch card along with the policy papers.

Yesterday I have received a call from your Noida office (0120-4681900/0120-4643500) as per the executive the Value of my said car is only 1, 33, 989/- and premium payable calculated by him comes to Rs. 3, 298/- as against the premium of Rs. 4, 823/- charged by you is on the value of Rs. 1, 92, 930/-, please clarify.

I need clarification in the matter and the scratch card.
