I didn't receive my Passport

I have applied for ECNR on 28th Mar (Fileno: M012876). My file closed on Jan 21 Till now I didn't receive my passport. I went to Passport Adalath 3 times to enquire, One time they said they will be dispatching my passport with in 1 week, I waited for 1 month and again I went to Adalath again same thing they will look into it and send the passport. Till now I didn't any my passport. I request Passport Authorities of Hyderabad to release my passport and send to me.
