Not issuing the passport

I applied for passport on 29.09.2008 vide ref.file no. A02315008.My police verification is clear in January. In February a objection is raised for furnishing " Proper Annexure -B " which i had submitted original two copies alongwith the passport application form without which the passport application passport application itself would have not been accepted neither police verification shall be carried out. However on this objection i communicated to the passport office, Bhopal and again submitted the copies of annexure - B thrice in February, March, April 09 by registerd post. Evenafter they are reluctant, no respond from Bhopal office, when i contacted Public Relation Officer, Grievance Cell, New Delhi, they said that to submit again the annexure - B.Being an employee NTPC (A Govt. of India Enterprise) fresh issue of Annexure -B is not permitted. Annexure -B is nothing but a" NO Objection Certificate" from the Employer if it is a Govt Organisation, it is a standard format of no objection certificate of NTPC normally they are issuing and passport are also being issued accordingly. It is the harassment the passport office is doing, after submitting all proper documents the issuance of passport is held for about 05 months. I appeal to the authority to look into the matter and see the passport is issued at the earliest.
