Cheating customers with unlimited gprs

Aircel is cheating customers with their plan of unlimited gprs at 14rs for 3days and 97rs for 30days, they are saying that they provide speed of 28-42KBps speed and they are only providing speed of 1-3KBps... speed really slow and most of the times its not loading any page... please do any thing to stop this cheating by aircel... this is not the situation just in kerala ..its all india problem..every time when we call to customercare they will say that we have forwarded a complaint to concerned department..
