Mobile not recharge / payment not refund

I have recharge my mobile no. 9868359419 on date 14th Aug. for rs 64/-. But my mobile transaction is failed and above amt. is not return back my transaction id is 3595836. I have made complaint so many tine no. is 100028396 but there is not any positive responce so far.
