Hike in fare

Daily I am travelling from Guindy Kathipara to Walaja and the normal fare is Rs.33/- in some buses (vellore to chennai buses) and Rs.37/- in some buses (long distance). Today morning, the bus which plies to chennai to vellore -Sripuram charged Rs.46/-. On inquiry, the conductor said, it has been set by the office. Is there any rules to hike the charges as and when the office / manager decides? Is there no rules by the govt on charges?
