Undelivered Register Mail

I have completed my M.Sc I.T degree in Oct in Madras University. As per the University Certificates team, they sent my TC on Sep 06 but yet i didn't get my TC since they sent it to my prior address which is in Velachery, though I've submitted the Change of Address request. Now I'm in Perambur. I asked about my TC in University Post office and Velachery Post office too. As per the Madras University Post office staff, they didn't get back from Velachery Post office and they gave me the D.No which is 1316 and asked me to ask the staff in Velachery post office. But they didn't give the proper response. I don't know where is my TC now and how to get it. Please advise me Whom do I contact for this problem?
