External charges of ISD calls

While giving the card they didn't inform that you have to pay Rs.3000/- as a deposit amount for activating ISD calls, but now they are asking for the amount./the airtel representative told me that my card will get activated in 4 days but it took more than 1 week, so i m facing lots of problem towards your services.so, please do something in this regards ASAP...
