Not refunding the amount

Hi
I am Jayakumar from Chennai.
I applied for new airtel Broadband connection on Sep 22. Application
no: 906991
But when I called customer care after a week, they said that we cannot offer Broadband Connection in my location.
Why don’t Airtel check, whether new connection is possible for my location before receiving any new application?
If else i would have approached another provider.
They said that we will refund the amount Rs. 2700 I paid within 2 weeks.
But I didn’t receive my amount yet.
I am using Airtel Mobile (postpaid) customer for 3 years.
Is this the way the airtel handles a customer.
