Unable to call ISD no in spite of haing sufficiet balace

Dear sir,

I am using airtel since 9871176592 but while trying to make ISD call most of time i got message "YOU DON'T HAVE SUFFICIENT BALANCE TO CALL ON THIS NUMBER PLESE RECHARGE IMMEDIATELY"

Sir i complain several times with customer but these very unhelpful people don't solve my problem.

still i am facing same problem and this problem is irreteting me lot of can you forward this problem to TRAI authority so these people get punished and my problem will get solved
