Not activating gprs service

My name is Adv. Nitin Kumbhar. I have activated GPRS service 10 Rs plan. Even though i paid 10 rs, i dont hv acces to gprs 10 rs for 3 mb plan and my balance deducted by another plan. This is happed several time and my balance is not refunded. Now my call to custmer care executive is barred hence i am unable to make my grievances to AIR TEL
