Sim card not delivered

I have applied for a new prepaid sim card of airtel on 17october through one mohd shahid, dealer of airtel for darhal malkan, district rajouri state jammu and kashmir pin code 185135, against payment of rupees 100. the mobile no.likely to be issued is 9906251833.but till now the sim hasnot been delivered and he is blaming the company for this delay.hoping for early redressal
