Non refund of Instalation charges

I booked a Airtel Broadband connection on 19th of feb after 4 days they communicated me that will be unable to give me connection and i will get my instalation amount back with in a week. Till now 8 th may io havent got my instaltion amount back i.e. Rs 850. I have spoken to region head north Mr. Santosh Tiwari also but redresal on that. please suggest me appropriate forum to get my money back
