Refund

I have port out of Airtel number 9867607314 to Vodafone. As per their bill after port out indicates refund of Rs.268. As per Airtel it will take 60 days.

I fail to under stand that if my bill is pending after port out, it has to be paid immediately while refund they say 60 days. Please explain.
