Incoming and outgoing facilities are not working

My sim no is 8991100808122987065 and my mobile no is9871580982 which i have taken on 29the of September. I have made recarge of rs 100. Mobile is showing balance but still my mobile is not working. Why Plz slove this problem immidieatly.
