Recharge failing persistently and no action being taken

My experience with Airtel Call India has been pretty frustrating. I had been trying to recharge my account for past 5 days and it gives some message saying that "some rules in the system might be blocking your transaction and blah blah! Call up customer care on persistent failures"
Now the customer care is so inefficient that they cannot do anything other than saying sorry 1000 times. No action has been taken from their side. They just keep providing me false assurance and new complaints numbers showing as if they will be doing something.
I am really really irritated with this behaviour now, not able to call home :(And the worst part about them is that they keep your phone number as their primary id forever, so I cannot delete or disable this account and open a new one :(It simply doesn't work this way for them. I don't know which "cheap and inefficient" company has designed their billing system.
I really want someone to take a look at this problem of mine and take some strict action. I am sure many people like me are there who are really in trouble because of this really bad system of Airtel.
