Fraudulent charges for new connection

I had bought your digital tv service on 15/04 and the service was for Rs. 2600 which comes with all the charges and one year of free channels of supervalue.
Till today my account shows as pending for activation and also I received an SMS saying that my account is in negative balance Kindly recharge so that the service is not interrupted.
I need to know why I have to recharge for Rs. 850 when I was told that the service comes free for one year and i had already paid Rs. 2600 for the whole year. I Need to know why Airtel has cheated me and when I call up the customer care number they say that I have to contact the dealer who has not provided me with the correct amount of the voucher and if I want I can cancel my service.
Does the dealer represent airtel or they work on their own selling schemes of their choice... I did not know airtel can cheat me in buying their product and then ask money for me which I had already paid...
I had done a recharge for Rs. 400 which has also gone for waste as I cannot use that for top ups.
I want my account to show positive Rs. 400. I will not contact the dealer airtel has to contact the dealer and find out why i was provided a lesser amount voucher...
