Delay of LPG cylinder delivery

I am a LPG Indane customer with Uday Gas Agency, Krishnanagar-A, Bad and my consumer Number is 25295. I have booked for a refile on 06.08.2011 under order No. Even though it is nearing seveneen days, I did not get my refile from Indane (Indian Oil Corporation) dealer.

I have booked for refile after two months of previous supply and I am unable to get one refile.and some time if we get delivery from agency after 17 to 20 days they don, t give rebate of delivery charge.
