Ill not generated for last month yet. almost 13 days over.?

Hi,
I am having one aritel mobile no - 9980700550. The monthly bill generated on 1st date of every month. But this month it is not generated yet. I called up the help desk and send mail several time, but they are saying some technical problem. When I said you have already delayed 12 days in bill generation, I should get more time to pay the bill, but they didn't agree. How this is justified? If they are not meeting their service level agreement, why should customer suffer?
