Non Refund of ISD Deposit even after disconnection

I got my Airtel mobile number disconnected on 31/12, and while i was using the mobile number, I deposited an amount of 1500 Rs. towards ISD connection which I was informed that it is refundable. At the time of getting the number disconnected, it was confirmed that i will be getting back the amount in 15 to 20 working days by cheque to my mailing address. itz been two months, and after inquiring, nothing happened, again all lame execuses by Airtel. Surprisingly in Feb, i get monthly bill reminder from Airtel asking me to pay for usage made in Jan. Ain't this fleecing / cheating the customer. Please, please, stop doing this, or alteast some law need to be constituted again all these service providers. When they want payment, they harass the customer, and when they have to pay up, they mess up.
