Frequent Power Cuts without Prior Information

Hi,

I am a resident of Visakhapatnam. I reside in Seethammadhara, B S Layout. There are frequent power cuts and there is no information regarding the power cuts. When I call up the customer service number, then they say that there is an ELR. What is this damn ELR? Is there an emergency everyday that you need to cut down the power for 6 god damn hours morning 6AM to 9AM and then again 11AM to 2PM. Why is this happening everyday? There are so many people who are facing inconvenience because of this. And I have also come to know from various sources that this power is not been taken from the homes of higher officials who are some way or the other related to government. Why is that always the common people have to suffer all these problems. This is not summer that there is an emergency always. This is really heights.
