Eturn our club fee which is not yet started

We have taken a club membership of ansal sushant maple club in the month of sep-08, At that time company told me that club will start within two months, but 11 months passed club yet to start, so when I argued for this company madam anu Bhatnagar told me that you give me a application for refund we will return your payment. Accounting to her we had given a application in tha month of april 09. But again five months passed nothing is happend. we had many talks with add ceo Mr. Rajendra parwal but he told me that we will not return your payment you can do any thing. Finaly I decided to go for consumer form.

So kindly do the favour to return our payment which is pending since one yea
