Non payment of dues by conducto

Dear Sir,
Yesterday i boarded a rtc bus at SR Nagar bus stop, purchased a ticket upto lingampally charged Rs. 12/-. The bus no. is : 6633, Metro Express of BARKATPURA DEPOT. the ticket No. is 192 367043 and 501 866325.
I gave him Rs.20/- the balance amount was written on the back side of the ticket. After reaching Lingampally bus stop i reminded the conductor regarding the change. He said, " I have no change". The conductor never bothered to write the details on the ticket for getting back the change. Normally the conductors advises the passengers to go to their respective depot's and collect the change with due endorsements on the ticket. But in this case the conductor never bothered to do so.
The driver started the bus then i have no other option than to get down from the bus.
Is this the way a conductor has to render the services to the passengers?
Do passengers need to forego their amount if there is no change.?
If he starts avoiding paying the change to the passengers how much money he is going to earn per day?
Is he not being paid by the corporation for performing his duties?
Is there no control and check by your staff when the conductor is carrying excess money than the collection?
Therefore we humbly request the APSRTC management to look into the matter as a example how your conductors are cheating the common public and damaging the reputation of your corporation and do the justice to me since i'm a regular commuter from LINGAMPALLY to SR NAGAR and cannot afford to loose money in this fashion.
