Non receipt of issues although amount deducted

I Vandana gupta is a residence of B-404, Roystonea, Magarpatta City, Pune - 411013 have subscribed for a one year subsciption offer for Rs 780. The amount got deducted from my bank account. in Feb itself. I was supposed to get subsciprion starting from 2nd issue of March. But after many complaints lodged, i got the April months subsciptions through a person in hand on 25th April. March month subsciption, i havent received and neither i have received for May month. I am fed up calling the customer care of Femina, they make false commitments, yes it will be deliverred tomorrow and tomorrow never comes.

If i ask for money refund they are also not agreeing to it. Can some action be taken againt them.
