Non receipt of assured gifts

On 3rd march I receicved a cal on my mobile - 09866171817 that my number is selected to receive gifts worth a minimum of Rs.25, 000 from Indiatoday book club, but I should pay an amount of rs.13, 998 and I paid the amount thro my credit card of HSBC. When i did not receive anything in 3weeks I complained and immedeately I was informed that it is being sent and I will receive it in 3-4 days time. Sofar I didnot receive anything, but the amount is reflected in my recent credit card bill.
Am I to assume that I got cheated by Indiatoday book club?
