Sending VPP without our consent

On 1/05, I formed a company with name: Altius Infratceh Pvt. Ltd. in Bhubaneswar, Orissa. On 13/04 I got a vpp in the same name in the designated address amounting to Rs.2190. Expecting it to be from MCA, as no one else know that this company exist, I accepted the VPP by paying the amount and other charges. But when I saw the parcel, it is not from any Govt. Organisation, rather its from a book supplier, who has used the MCA (Ministry of Corporate Affairs) database to send unsolicited parcels.

I would request the good office to refund the entire amount, as I have never booked anything from the organisation.

What legal action can be taken against such fraudulent activities?

Please Help.
