Toilet waste water stored openly

I am Subrajyoti Raha Roy, a resident of 2A Gangotri Appartment, Garia Gardens, Kolkata-84, resides in the flat. My neighbour, Mr. Biplab Sengupta reside at Kali Chatterjee Road, on one side of my flat. A year ago he has built his own house. He stays on the first floor of his house. Though he is constructing the 2nd floor but water from his toilet and kitchen are allowed to stored in a open space within his boundary. Recently the septic tank is also leaking, all in the open. This stagnant water is becoming bed for mosquitoes and other insect. Due to his negligence, we are facing lots of mosquitoes flying in our house and are forced to closed our doors and windows fearing that we might get affected with the mosquito transmitted disease.

We once tried to bring into Mr. Sengupta notice about the same, but the gentleman avoided it completely and almost challenged that he won't make any closed chamber for the storage of the dirty water.

Facing the problem, we are forced to lodge the complaint and we pray to you to resolve the issue so that the resident of Gangotri appartment can leave a healthy life.
