Water Seepage and Leakage

I live in a owned flat of a building where some flats have been let out on rent.

The trouble with it is the new occupants who have come to live in the flat above ours.

They have rented the place and since then the leakage/seepage issue has aggravated.

We have talked into repairing it but they somehow manage to use the bathroom before the leakage is fixed which makes the fix useless. I also have complained to the owner of the building but it has fallen to deaf ears and he keeps postponing the issue on some grounds or the other. Now, the owner also keeps saying one thing to us and another to the occupants above our flat.

I'm looking for some concrete solution to this. I would also like to know whether complaining to a public authority (police/MCD) will help in this case or not and if not, where can this matter be resolved.
