OPen Drainage System near our house

Hi! We are resident od Sant Vihar, St. No.4, Rajan Estate, Chuharpur Road, Haibowal Kalan, Ludhiana. Since our locality doesnt have sewerage system, Our neighbours have created an open drainage which is breeding Maleria n Dengue in the locality. They are not getting dug up the KHUHI as every one else has done and don't heed to our requests. Their open drainage has created a Pool of Filthy water in opp. plot which God knows belongs to whom. Will Municipal Commissioner take the stern action against them n stop this Another Budha nala in our locality Pls, So that we could fight against diseases???
