Poor service!

I have applied for my sister in law passport on 07th June 07 but till such date we have not recd the passport, I have seen online inquiry but every time it says it will come in week's time, not it is saying due to some unavoidable circumstances we are unable to dispatch passport, you will get the passport in a week's time!

Please advise smb what should i do! Very poor service!
