No proper response in EB R.A.Puram

We are a charitable trust. We have no EB person taking reading of our electricity consumption. Every time we go to the EB office, they charge us an exorbitant amount. First of all why are they not taking reading on the proper time? And our tariff has to be converted to non commercial tariff for which letter has been given but no proper information from their end. And also when we enquire to them they are sometimes rude and do not show concern about the problem. Please do let us know how we should proceed on this.
