Fraudlent passport agent

Hi all,

I need to register my complaint for this passport agent called BABA Enterprises owned by Mr. Gulshan Arora (08802011668 & 9582222456) a fraud passport agent I had contacted them for the same and paid INR 4000 as passport fee & gave my documents for the same as well. I have contacted him so many times for the file number for verification and record. After 2 months of my rigourous follow ups this guy Gulshan gave me a wrong file number. Since last one month, he is not taking my calls nor responding. I had tried calling them from different numbers as well. Gulshan picked up the call a few times thinking it is some new person. But now he is not taking calls freom any number. Everytime he has a new excuse!!!

This person being the owner is highly irresponsible. He is a crook & a big liar, Please help me how can take a legal action against him.
