Laying of road stopped in bachupally

In bachupally behind silver oaks school towards SRR pride road, the bachupally gram panchayat has been stopped laying of roads even though funds were sanctioned. they are expecting for money from each apartment literally. Interesting thing is they even cutdown the way (by constructing wall) bachupally village colony (kolans' colony) to another independent houses gated community as they have not paid money to the grampanchayat. This is rediculous as any one do not have right to block the roads. contonment areas are allowing common public to utilize their roads, but these bachupally grampanchayat people restricting other area people.
