Checking drivers of water tankers

Can the City Police Commissioner instruct the traffic police to check the drivers of tractor driven water tankers and normal truck water tankers. Most of the tractor driven ones are driven by college dropouts and sometimes even minors. They are very rash and do NOT follow ant traffic discipline.

Recently my son who drives very carefully was hit by a tractor driven water tanker and broke his thigh bone. He had to undergo surgery and insert a rod. The tractor driver drove off saying he is not at fault. In that area (Bannerghatta Rd) opposite Purva flats, this water tanker regularly causes accident as per the auto stand drivers.

Since I am defence Officer and has no time to chase FIR etc, I told the MICO layout police that there is no compliant but try and check these uneducated water tanker drivers for their licences and also the serviceability of the water tankers. Can City Police Commissioner give some instructions for a bribe free check on these road hazard vehicles so that no more persons suffer like me and my son. Thanx
