Non- delievery and no response from the organisation

I was supposed to recieve a courier on 12th august bearing invoice no # 131893792. It was sent from Frazer road, Patna by my father. It envelopes a counter invoice of a parcel sent by indian railways, showing which only I can recieve my parcel. The delay would levy a late fee at very high rate. When I am trying to reach out the concerned office they switch off their number after one conversation and no one is giving me a affirmative answer. Request to guide me with required action
