No cap on chambers of 5 feet

Dear Sir/ Madam,
I am residing at Dwarka, Daulat Nagar, borivali East, Mumbai 400 066.
On my resident lane of Shri Bhajanlal Road, BMC has created several big chambers for gutter. However half of them are not having cap on it. This has been rectified quite a few times but no permanant solution came up and in few days situation turns out as it is. Kindly look into matter.
