Bill Generation on Locked Premises and wrong bill generation

Hello, water bill for june for my connection came with much more higher value as it used to be, first the meter reader shown it as lock, and prepared the bill accordingly, second the bill is geneated on avg. kilo litre basis and they are not changing and preparing the bills on the same basis for the last 3 years and even after continuous reminders they are not changing it.
