Lost my Driving Licence

Dear Sir,

I lost my Driving Licence and PAN Card on 12th May during my train journey from Vijayawada to Bangalore for Yeshwanthpur Express.

Do I need to give police complaint for getting duplicate ones? If so, Where I need to give the complaint either to the nearest Police Station or to Railway Police?
