IT Refund for AY 07 not received

Hi,

My Name is Samar Cazi and my PAN # is AGPLC0265G. I am still awaiting my IT refund for AY 2007 in the amount of Rs. 9327/- PLUS accrued interest for 4 years (total approx Rs. 13600/-). My returns were filed in Pune under ward 7 (2). It is really unfair that our IT department expects all citizens to be prompt in paying & filing their taxes but when it's their turn, they take their own sweet time in refunding our hard earned money. It's been 4 long years and still no sign of my refund cheque. I was initially advised by people that it could take up to a year and I was prepared for that but 4 years is way too much time.

I would like someone to take accountability and help me resolve my issue. If you cannot refund me my money immediately, at least give me the option to adjust the amount in my balance tax payable for AY 2011. I hope to at least get a quick response to this email and not have to wait or years for this too.
