Income Tax Refund not received for the Assesment year 09

I have been following with the Income Tax, Bangalore for refund for last 3 months. I have been told that the refund will come before 31st March. When ever I call the Income tax dept I get a new phone to talk to get the latest status. I had filled the return to WARD 14 (4), when called today, I get the message its transfer to WARD (2). Request help to reslove this.
