Not getting the money of NSCs made by my deceased fathe

My father had made 2 National Saving Certificates at Koira Post office, Koira, Sundargarh amounting Rs5000/- each which got matured since 2006. My father died in 2004 and after maturity of NSCs as my mother is the nominee I visited to Koira post Office to get the money but I was said to apply again which I did but after that i got no result. So I complained the senior superindent of posts, Sundargarh in the above matter and requested to get the money in my nearest post office as my mother is a patient of motion sickness and Koira is 200 Kms away from here. accordingly sanction order was issued to my mother ad I sent the details as required by them to Koira post office as well as at Kamakhyanagar post office which is nearest to my native. Near about 8 months have gone but I get no reply against it. I want to file a consumer case against this please help me.
