Late Speed Post delivery

Dear Sir/Madam,

I had sent one speed post to NSDl office, Pune on 6 th of June through Speed post vide article no. ES534240128IN. Till date it has not reached at the destination. It is important for me as it contains the required document for PAN card application. I had wrote the letter to the authority but I haven't received any reply from their part. I have tried to contact the local authority also, but they don't have the time to receive the call. If the postal department can't deliver the article in time then why they claim so and charge extra?
