Non-receipt of Speed post parcel

I had sent a speed post parcel No: EU 21727376 3IN on 19 March from Sahibabad - 201005 to Mr Sheo Balak Pandit, Shri Ayurvedic Pharmacy P.O. Katrisarai (Gaya) - 805105, Bihar. But by 3rd April the parcel has not yet reached desitnation post office and so addressee has not yet received it.

Earlier I had also sent a speed post letter No: EU 39346708 2IN from the same P.O. and to same person and this letter, too, has not yet reached destination post office by this 3rd April.

I've been asked by Mr Umesh singh, postal assistant in Katrisarai S.O. that staff of Kiul and Gaya RMS are demanding service charge from bulk mail senders for sorting and forwarding mails of Katrisarai. Mails of Katrisarai is detained for collecting service charge.
