Article missing, pack opened and repacked

I had sent the article -RP779485894IN- containing 3 dresses on 09-12 at 11:15 am form Sector-11 post office (PIN 160011) at Chandigarh to Mulamgunnathukavu PO (PIN 680581), Thrissur HO, Kerala through parcel weighing 1590kgs. It reached only after 8 days on 16-12. But to my shock, only 2 dresses had been delivered. The pack was torn open with a sharp instrument like a knife which was evident with the torn plastic cover inside my parcel.

The postal department is responsible for safe delivery of its goods. The stolen dress costs Rs.750. How could I reclaim my money?

And not to mention, only now i knew why many consider India Post's service as worst and pathetic!

Beware of some thieves in the Department of Posts, Government of India!
