Speed Post posted on 18th feb but not delivered after passing 18 days

Speed post no EM 896370832 IN was posted on date 18.02.2012 from Mumbai to Uttar Pradesh, but not delivered till today after passing 18 days. There is always problem in filing complaint in www.Indiapost.gov.in. In this web in complaint format 'The nature of complaint format' never opens. Kindly help in filing complaint on the above website.
