METER problem

I am getting consistently a meter reading of zero or negative for the past 8 months. I have given a written complaint and also followed up with MSEDC Kolshet, Thane a couple of times but they always shy away from solving my problem by giving one excuse or the other. They want me to pay an arbitrary sum of Rs. 13000 without any justification and are not giving the proper bill and they are also not replacing the meter. Please help
