Illing on average for 98 units for vacant flat

My flat was vaccant from 05.01.09 to 31.12.10 for which I have infomed MSEDC Ltd. several times from feb.2009 to march and even submitted vacancy certificate from the secretary of co-op. Housing society. but there is no action taken from the co. I would like to enquire under RTI Kindly guide me in this regard.
