Police breaking trafic rules

Although wearing helmets and seat belts are compulsory in Mumbai, the police never wear either. If asked they get abusive. I have sent mails to the commissioner traffic a number of times, but got no reply. If the law makers are the law breakers where do tax paying citizens go
