Not issuing non creamy laye

Hello sir,

i have a brother who has got admission through CAP round

through SBC caste quota having caste & validity certificate. He got

validity certificate through college submission within 1 & half year

submitting all the documents through college during his FYJC.now he is

in the second year of his engineering he requires every year non

creamy layer certificate for fees exemption so now when he applied for

second year the officer in the mumbai old custom office is telling us

that our caste certificate is duplicate (invalid). so sir i wanted to

know from you how to defend my self legally from their wrong blames

since we have all the documents required for the caste certificate and

the validity certificate has been done legally through college without

any crosscomlaints and also for the first year they had issued us

noncreamy layer without any question.
