Trash/ watse pickers

I have been a resident of Indiranagar Stage II (Bangalore) for the past 3 years.

I want to bring to the notice of the municipal corp that the trash pickers that are supposed to come every morning to collect all the waste and sweep the roads, often miss 3-4 days together. I recognize one lady who comes every single day but she covers a different area of the colony, not our lane. The trash lady changed for our area last year. The previous lady used to demand 10-30 rupees arbitrarily from all the houses (all floors!). The locals never gave her more than 10, we always paid her 30 every month. This money is not to be paid at all by the residents because these trash pickers get paid by the government or a third party whichever is applicable.

I am not sure if this is the right forum to address this complaint but it has become a big issue in teh colony. The ladies don't come 3 consecutive days in a week and the dogs take all the trash bags and tear them and make a mess every single day. This not only stinks but looks ugly and is highly unhygienic.

I would like to know which department would address this issue. I am ready to help identify these ladies.
